Joint focus for EHTEL, AER and EUREGHA

  • To open up the practical potential of eHealth for the Regions and potential of the Regions for European eHealth deployment
  • To stimulate transregional and crossborder collaboration in healthcare and in ehealth.
  • Highlight the role of Europe's Regions for maintaining the health of their citizens, e.g. by stimulating health education and prevention, by providing healthcare and by organising support for the independent living of chronically ill and disabled persons.
  • Highlight cluster of requirements like the situation in a) cross-border b) remote regions
  • Provide an update on the eHealth and Telemedicine deployment in Europe and what this could imply particularly for fulfilling the aims and needs of the Regions
  • Share lessons on deployment / Inform on the eHealth and telemedicine deployment in the regions and now this may contribute of a concept Healthy European Regions and the new Digital Agenda
  • Demonstrate challenges and support factors for eHealth in the Regions and how Regions are better suited for eHealth deployment than National states.
  • Stimulate an ongoing European dialogue on the best "blend" of local, regional, national and European emphasis and organisation for eHealth and telemedicine.

The EHTEL 2010 Symposium was jointly organised by EHTEL, the Assembly of European Regions (AER) and the European Regional and Local Health Authorities (EUREGHA) and hosted by the Committee of the Regions (CoR) in Brussels on 22-23 November 2010. 170 Representatives of 42 Regions from 22 countries attended this inspiring event that marked the launch of the mutual cooperation for eHealth in Europe’s Regions. This Symposium is jointly organised by EHTEL, the Assembly of European Regions (AER) and the European Regional and Local Health Authorities (EUREGHA) and hosted by the Committee of Regions (CoR).

The Committee of the Regions (CoR) is the political assembly that provides the regional and local levels with a voice in EU policy development and EU legislation.

The Treaties oblige the Commission, Parliament and Council to consult the Committee of the Regions whenever new proposals are made in areas that affect the regional or local level. The CoR has 344 members from the 27 EU countries, and its work is organised in 6 different commissions. They examine proposals, debate and discuss in order to write official opinions on key issues. Europe's Regions

The intensified collaboration for eHealth in Europe’s Regions aims to:

  • Highlight the role of the Regions for maintaining their citizens’ health, e.g. by promoting prevention, by providing integrated health and social care and by supporting dignity and autonomy of patients with chronic diseases.
  • Unlock the full potential of eHealth and telemedicine for the Regions.
  • Demonstrate Regions as early adopters of innovative health services.
  • Identify clusters of Regions with similar geographical or economic challenges for health.
  • Understand the various faces of the changing demography and role of Regional health policies for active and healthy ageing.
  • Explore the next steps for the Regions with a view on the Digital Agenda for Europe and
    the European Innovation Partnership.
Acting for Citizens' Health
A Decade of eHealth

EHTEL pursues the vision of enabling personal wellbeing and positioning patients/ citizens at the very centre of health and social care. EHTEL expects that eHealth infrastructures and services will more or less "disappear" from the perception of patients and health professionals, hence becoming a fully integral part of health care. This would enable health care systems to deliver smarter Patient Care" where

  • Accessible health information, smart diagnostics and tailored advice and therapies empower citizens to stay healthy.
  • Intelligent clinical care is enabled by underlying clinical evidence in all diagnostic and therapeutic activities. Thus it provides high quality medical support and contributes to the step change in productivity demanded by the demographic and economic challenges that face healthcare.
  • Ambient technologies support staying healthy and coping with increasing needs for assistance.

Through this symposium EHTEL, AER and EUREGHA take a look forward at the next steps of the eHealth evolution.

The past decade has been the witness of significant changes in health care supported by Health ICT.

Nowadays, eHealth symbolises the modernisation of healthcare in support of quality of care, empowerment of patients, higher efficiency and increased health professional job satisfaction. This has been enabled by synergy of strategic plans, political commitments and technical developments.

Founded 10 years ago in 1999, EHTEL, the European Health Telematics Association has played an integral part and often been a moderator of these achievements. Today, based on its multi-stakeholder membership, EHTEL provides an important platform to reflect the current situation and to look ahead to the future.

In its 2009 briefing paper, EHTEL reviewed progress made over the last two decades of health information and the prognoses for the coming decade.

Three stages of eHealth exist (discovery, acceptance and deployment) to be followed by a fourth stage when IT is an integral part of healthcare: The "e" in eHealth will disappear and health care will be digital by default.
